Congressman Tim Moore Votes to Pass Historic 21st Century ROAD to Housing Act

WASHINGTON, D.C. - Today, the U.S. House passed H.R. 6644, the 21st Century ROAD to Housing Act, a monumental step towards addressing the national housing crisis. This bipartisan, bicameral legislation alleviates the housing shortage by removing unnecessary regulations on new home construction and community banking operations.

This legislation also includes Congressman Tim Moore’s Tailored Regulatory Updates for Supervisory Testing Act of 2025 (TRUST Act), which he introduced last year to modernize outdated asset limits and ease regulations on well-managed community banks.

“Instead of piling on new mandates or subsidies, the 21st Century ROAD to Housing Act removes the barriers standing between American families and an affordable home,” said Congressman Moore. “With the inclusion of my TRUST Act, well-managed community banks will spend less time with bank examiners, and more time helping families. These housing reforms will help banks provide more construction loans that get shovels in the ground and opportunities for first-time homebuyers.”

Additional Background:

The 21st Century ROAD to Housing Act will streamline federal and local housing processes. By allowing the use of ready-to-use, pre-approved home designs, builders will be able to get permits faster and build homes more quickly. This legislation also modernizes HUD programs to speed up homebuilding and expand financing opportunities.

Inclusion of the TRUST Act will benefit four banks in North Carolina that currently meet the criteria for extended supervision. By reducing the frequency of examinations for responsible institutions, the TRUST Act allows these banks to spend more time serving their customers and communities, rather than navigating duplicative regulatory reviews.

This historic housing package now advances to President Trump’s desk to be signed into law.
