Boiling Springs Water Storage Tank Construction

This funding would be used for the Boiling Springs Water Storage Tank Construction. This project will consist of the construction of 9,500 linear feet of 12" waterline and an elevated 1 million gallon water storage tank in Boiling Springs, North Carolina. This is part of a larger Cleveland County project to build a new water treatment plant.

Burke County Health & Human Services Building Renovation

This funding would go to the renovation of Burke County's health and human services building, which is more than 50 years old and in dire need of rehab. Burke County has a population of 90,000, of which approximately 35,000 are Medicaid recipients. The building also serves as a community asset that can facilitate community meetings and seminars. There are 250 county staff members who work in the building every day.

This funding would be used for the Cleveland County Emergency Operations Center. The project is constructing a 581 square foot EOC facility on County-owned property at 1333 Fallston Road in Shelby, NC, to provide a dedicated, secure, technologically advanced, and sustainable facility to streamline operations and improve response efficiency in our rural community. Cleveland County, North Carolina, has experienced steady population growth in recent years. In 2023, the County's population was estimated at 101,378, reflecting a 0.72% increase from 2022. Local and regional economic development has been very successful, indicating that this upward trend in population will continue. Despite this growth, the County currently lacks a dedicated Emergency Operations Center (EOC), which is crucial for coordinating responses to natural and man-made disasters.

Cornelius Emerald Necklace Greenway

The Emerald Necklace is a 13.5-mile loop trail designed to connect Cornelius residents to key destinations and neighboring towns. With 83% of the trail already complete, the Town seeks funding for a critical missing 0.7-mile Downtown District segment along Catawba Avenue. This segment will connect the historic Smithville community to the Antiquity Greenway, enhancing access, mobility, and economic opportunity. As downtown Cornelius undergoes revitalization, completing this link will boost tourism, support local businesses, and help realize the town’s vision of a vibrant, walkable regional destination.

Gastonia Duhart Sewer Pump Station

This station receives wastewater tributary to its location from 15 other pump stations, handling approximately 5 million gallons of wastewater each day. The pump station has undergone several upgrades over the years in an effort to keep up with the growing amount of wastewater the station must handle; however, the pumps at Duhart continue to be problematic due to several contributing factors. The pump station conveys a large amount of wastewater over a wide range of flow conditions. The type of pumps at this station does not work well under these wide-ranging conditions. As a result, the City has experienced several major mechanical malfunctions and failures and has been forced to conduct extensive and costly maintenance activities on a regular basis. The project consists of the replacement of four sewage pumps, fittings, and valves as necessary, the associated electrical equipment to serve the new pumps, and updates to the Supervisory Control and Data Acquisition System (SCADA). The force main sewer line currently in use at Duhart is undersized, and additional capacity is needed for the future. If rewarded this funding, the City will be able to complete Phase I of the Duhart Sewer Pump Station and Force Main Upgrade project. Phase I includes the engineering services for preliminary designs, final designs, regulatory permitting, surveying, and the services of a qualified Professional Geotechnical Engineer and Subsurface Utility Engineer.

Gastonia Police Department Rapid DNA Program

Implementing a Rapid DNA program at the Gastonia Police Department could transform local law enforcement’s approach to criminal investigations. This rapid analysis capability can expedite arrests, prevent further crimes, and enhance public safety, as criminals often move across jurisdictions. Additionally, this technology could address longstanding DNA evidence backlogs at the state crime lab. By shifting some DNA analysis to local law enforcement, a Rapid DNA program could ease the strain on centralized labs, leading to quicker investigations and case resolutions. Further, even agencies without Rapid DNA would benefit from reduced demand on state labs.

High Shoals/Dallas Sewer Project

High Shoals operates a sewer collection system serving approximately 300 customers, but areas south and west of the South Fork Catawba River are not currently served, relying on aged septic systems. Plans are to extend the sewer system to these areas, installing over 15,000 linear feet of sewer pipe and constructing a pump station. This sewer project is essential to the hundreds of citizens who will benefit from it.

High Shoals/Dallas Water Interconnect Project

As demand grows, a more reliable water source is needed. This water main project is essential to the hundreds of citizens who will benefit from it.

The town’s median household income is just $31,691—less than 60% of the state median ($69,904), according to the 2023 American Community Survey 5-Year Estimates. These figures meet the eligibility criteria for requesting up to 75% in grant funding support.

Rutherford County has seen an alarming 415% increase in violent crime since 2022, and drug-related incidents have risen by 97% from 2023 to 2024. The project is an appropriate use of taxpayer funds because the requested funding will provide the necessary tools to combat these threats, enhance law enforcement coordination, and improve officer safety
