The Office of Congressman Tim Moore is no longer accepting appropriations requests for Fiscal Year 2027.

AdventHealth Polk Emergency Department Renovation and Modernization Project

Program Funding: $1,500,000

This funding will renovate and modernize the Emergency Department at AdventHealth Polk, a Critical Access Hospital serving a predominantly rural population in Polk County, NC. This project will expand the number of treatment bays and increase patient privacy through room conversion. Infrastructure upgrades include HVAC, electrical systems, lighting, and life safety components modernization.

Bessemer City Fire Station Construction

Program Funding: $4,000,000

This funding would go to a comprehensive Public Safety Infrastructure Improvements Project centered on construction of a new fire station on property along Virginia Avenue or on City-owned property. The project responds to significant community growth and increasing service demands. Existing facilities are undersized and no longer meet operational, space, or emergency response needs.

Charlotte Police Body-Worn Cameras and Radio Upgrades

This funding would be used to install 1,045 vehicle-based body-worn cameras and 125 portable or mobile radios. Portable and mobile radios are critical communication infrastructure that enable officers to communicate and coordinate responses during calls for service. The current cameras also only provide what is immediately in front of the officer. This project would allow full perspective video evidence during critical incidents, while enabling officers to protect themselves by use of cover or concealment.

Cleveland County Emergency Medical Services Ambulance Acquisition

Program Funding: $650,000

This funding would be used for moveable equipment, its first armored ambulance, to enhance emergency response in both traditional high-risk incidents and the increasing frequency of mental health and crisis-related emergencies. The ambulance will enable EMS Tactical Paramedics to safely access and manage unstable environments and deliver timely, life-saving care that conventional ambulances cannot provide. Stationing this asset in Boiling Springs, NC, strengthens healthcare access and crisis responsiveness across underserved areas while supporting safer working conditions for EMS personnel and improving retention of a highly trained emergency medical workforce.

Cleveland County Real-Time Crime Center and Digital Forensics Investment

This funding would be used to enhance the functioning of the overall criminal justice system through the implementation of a Real-Time Crime Center (RTCC). The RTCC will enhance situational awareness, allow investigators and deputies to access real-time intelligence, and improve coordination during active incidents and complex investigations. The project will also expand the Digital Forensics Lab by adding up to two full-time digital forensic professionals to address the consistently high number of cases requiring digital evidence analysis, particularly crimes against children.

Davidson Real-Time Crime Center

This funding would be used for a surveillance camera system that provides real-time alerts on stolen or suspect vehicles and creates a searchable database to accelerate investigations. This technology acts as both a deterrent and a force multiplier, enabling officers to identify leads quickly, solve crimes more efficiently, and strategically deploy patrol resources based on data-driven insights. Establishing a real-time crime center (RTCC) further strengthens situational awareness by integrating live camera feeds, dispatch data, and records systems into a centralized monitoring hub.

Gaston College Fire Training Workforce Development Center

This funding would go to a major enhancement of the Gaston College Firefighter Workforce Training Center to address critical regional shortages in the fire service profession. By modernizing the nation’s largest collegiate burn building, constructing a new residential burn facility, expanding hands-on apparatus training, and increasing instructional staffing, the College will double its capacity to prepare highly skilled firefighters for local and regional departments.

Gaston County Public Safety Officer Resilience and Critical Incident Response Initiative

This funding would strengthen public safety operations by enhancing officer mental health stabilization, trauma response capacity, peer support infrastructure, and crisis readiness. The program provides confidential clinical services, structured peer support, Therapy K-9 deployment capacity, chaplain coordination, and resilience training to ensure public safety personnel remain operationally prepared following exposure to critical incidents. This initiative directly supports officer decision-making, reduces burnout and turnover, strengthens suicide prevention efforts, and improves public safety outcomes across Gaston County.

Gaston County Sheriff’s Office Project Life Saver and Search and Rescue

This funding would strengthen and expand law enforcement and statewide Search & Rescue (SAR) capabilities, including the integration and expansion of Project Lifesaver to improve outcomes for missing persons. This project will enhance statewide search and rescue capabilities by providing training, advanced search technology (drones, GIS systems), and specialized equipment (swiftwater rescue gear, PPE) to county Search and rescue units and emergency management partners.

Gastonia Waterline Improvements

Agency: Environmental Protection Agency

Program Funding: $3,040,000

This funding would be used to abandon several existing high-risk waterlines within the Brooklyn Neighborhood and replace approximately 4,300 feet of an aged 10-inch cast iron waterline with a new and more dependable 12-inch ductile iron waterline in eastern Gastonia. The existing 1-inch through 6-inch aged Cramerton waterlines run through backyards on private properties and are therefore difficult for Two Rivers Utilities to access to service and maintain. This project will install approximately 3,300 feet of new waterlines in sizes 2-inch through 8-inch. The replacement waterline will ensure a more dependable and consistent level of service to the eastern Gastonia area and the surrounding municipalities of Lowell and Ranlo, which purchase all of their water from Gastonia.

Grover Volunteer Fire Station Construction

This funding would be used to construct a replacement facility for the Grover Volunteer Fire Station. The current facility is worn, has no separation of kitchen and bay facilities, and no bunk facilities to accommodate overnight firefighters on duty. This project will ease the burden for housing in addition to reducing response times to emergencies.

Isothermal Community College Research and Development of Technology to Improve Student Success in Higher Education

This funding would be used to support the research, development, and implementation of AI-powered tools designed to enhance personalized learning and advance academic success for community college students. The initiative will focus on leveraging data to deliver timely, individualized support that helps students stay on track, master content, and achieve their academic goals. The project will emphasize the implementation of technology that adapts to each student’s learning needs, identifies areas for growth, and provides responsive interventions that align with instructional objectives.

Kings Mountain Water Treatment and Infrastructure Improvements

This funding would be used for SCADA controls, centrifuge sludge processing, raw water contact chamber, replacement pumps, pressure reducing valves, auto flushing devices, water distribution replacement, engineering design, permitting, and installation costs. SCADA allows for remote monitoring and control of equipment and processes, enabling operators to gather real-time data and make informed decisions enhancing operational efficiency and safety. The current SCADA equipment is currently non-operational and requires full replacement. A belt filter press is a mechanical device used in water treatment plants to separate processed water from sludge. A contact chamber is proposed for use in the initial oxidation stage of the water treatment process. A water pressure reducing valve (PRV) is a crucial plumbing component that automatically reduces high, fluctuating municipal water pressure to a lower, consistent, and safe pressure for home or commercial plumbing systems.

Mecklenburg County Fire Engine Acquisition

This funding would go to purchase and subaward a total of three fire engines to the towns of Huntersville, Cornelius, and Davidson in Mecklenburg County. Huntersville's project is the purchase of a new ladder truck to serve the growing town. Cornelius Fire Department’s Engine 2 is scheduled for replacement in FY27 due to age, escalating maintenance costs, and declining reliability. The Davidson Fire Department funding would be used to acquire a state-of-the-art pumper designed to significantly enhance operational effectiveness, firefighter safety, and emergency response capabilities across the rural and urban areas it serves.

Morganton 2 Channel Police Radio System Upgrade

This funding would be used to upgrade radio and communications infrastructure at two strategic sites: High Peak Mountain and Mountain View Street. The project includes installation of radio infrastructure at both locations to create a reliable, two-channel communications system. These upgrades will ensure continuous communication and interoperability among police, fire, public works, and electric department personnel, independent of the VIPER system.

Mount Holly Downtown Water Distribution

This funding would be used to undertake a downtown water system rehabilitation project which would include constructing a 12-inch water line along Glendale Avenue from Hill Street to Hawthorne Street and replacing the 6-inch water line on Woodlawn Avenue and Main Street with an 8-inch waterline.

Polk County Peniel Road Waterline Extension

This funding would be used for a 6.610-mile water line extension designed to provide a safe, reliable, and regulated water supply to a traditionally underserved corridor. By bypassing a closed landfill site, the project proactively mitigates the risk of groundwater contamination, ensuring long-term public health for numerous residential homes. Furthermore, the line provides essential high-capacity service to the local Humane Society, supporting critical sanitation and animal welfare operations.

East Ranlo Waterline Replacement

Rutherford County Emergency Services Center

This funding would be used to construct a replacement Emergency Operations Center. The physical limitations of the current facility have repeatedly forced Rutherford County to improvise during emergencies, compromising efficiency and coordination.

Spindale Fire Station Construction

This funding would be used to construct a new, centrally located fire station on recently acquired property located at the corner of Oakland and Watts Rd. that is approximately 10.28 acres (Rutherford County GIS Parcel #1604489). This facility would replace the current 50+ year-old, landlocked facility. The current station lacks adequate living quarters for 24-hour staffing and is too small to house modern fire apparatus, including a newly procured ladder truck arriving later this year.
